Can anyone tell me exactly where on the mast of a CL16 the black bands are supposed to be? Also how wide are they or is that an issue? Should they also be on the boom and if so where?

The bands are markings to limit the mainsail height while racing. Mine have been on a long time. The top one is 4 1/2 inches from the top(the bottom of the tape) the bottom one is 35 inches from the base of the mast(the lowere edge). These are 1 inch wide plastic tape. Mine were placed by an owner who did extensive racing. There are no markings on the boom. You can download a rigging instructions for the CL16 and the measurements should be there.
