Here we go! I am the new owner of a CL16 and
after sailing it for a few days, I would like
to know if the jib sheet should be routed inboard or outboard of the shrouds on this type of boat design?

Most of us who have been sailing CL16 for a while have moved our jib sheet tracks inboard onto the seats. This gives a better slot between the main and jib which translates into better speed and pointing ability.
Of course, in light air, now my son gets a sore bum from sitting on the track!

If you do not wish the tracks onto the seats, you can simply run the jibsheets inside the shrouds. I do this and placed chafing gear on the shrouds. (Plastic Pipe works great).
